COMPREHENSIVE LIVELIHOOD AND EMERGENCY EMPLOYMENT PROGRAM (CLEEP)

Definition of Terms
- Beneficiaries - refer to direct or indirect recipients of benefits (*other than emergency employment) arising from the implementation of a specific PAP as to cause improvement in the quality of life either in the short or long term
- Cabinet Officer for Regional Development - is a Cabinet member assigned, in addition to his/her regular duties, to discharge functions, duties, and responsibilities provided in Administrative Order No. 34, series of 2002, amended by Administrative Order No. 95, series of 2004
- Emergency Employment - work that is immediate, requires little or no skill or education; engages the worker only part-time (less than 40 hours a week) or short-time (e.g. 45 days or less); or allows workers to obtain more than one job
- Employment - an activity by which a person earns a living; remunerative work either for an employer or self-employment
- Employment Generated - derived from the quarterly Labor Force Survey (LFS), refers to the number of "individuals" that were granted work
- Implementing Agency - refers to a government agency and/or its attached bureau/office, which implements a program, project, and/or activity included under the CLEEP
- Individuals employed - refer to actual number of persons or "warm bodies" engaged by an Implementing Agency in its livelihood or emergency employment programs, activities, or projects identified in the CLEEP Framework
- Job - a piece of work, especially a specific task done as part of the routine of one's occupation, or for an agreed price; a post of employment that may be part-time or full-time
- Job Generated - refers to defined tasks, duties, or activities, which are carried out by, or can be assigned to a person or several individuals. Job co-efficients are usually defined or computed by implementing agencies for their respective job-generated accomplishments.
- Livelihood - a program or project geared towards the provision of work or an activity that will generate reliable income/earnings for a long period of time
- National KALAHI Convergence Group - a participatory mechanism lodged at the NAPC, composed of heads and/or focal persons of relevant national government agencies (NGAs), national chapters of the leagues of the local government units (LGUs), presidential assistants or Regional KALAHI Convergence Group (RKCG) chairpersons and representatives from the 14 basic sectors (as identified by Republic Act 8425 or the Social Reform and Poverty Alleviation Act)
- Performance indicators - measures of performance used to assess the delivery or achievement of agency outputs
- Regional KALAHI Convergence Group - the convergence mechanism at the regional and local levels, composed of the heads and/or focal persons of the regional counterparts of the NKCG, the Cabinet Officer for Regional Development (CORD) and/or his/her representative, the Presidential Assistant for Regional Development (PARD) and/or his/her representative, the National Economic and Development Authority (NEDA) Regional Development Officer (RDO) and/or his/her representative, NAPC Sectoral Council members in the region, heads of the regional chapters of local government leagues, the Local Poverty Reduction Program Action Officer (LPRAO) of each province and highly urbanized city in the region, and other government agencies, organizations, or sectors that the RKCG may invite as members
- Steward - a member of the Cabinet tasked to oversee and ensure the implementation of CLEEP programs or projects in particular regions or provinces
- Work - productive activity; exertion or effort directed to produce or accomplish something
