Programs/Projects/Activities (PAPs) under CLEEP:
- Are aligned or supports super region priorities - "agribusiness" for the North Luzon Agribusiness Quadrangle (NLAQ) and the Mindanao Super Region; "tourism" for Central Philippines, and "globally competitive industrial and service centers" in the Metro Luzon Urban Beltway (LUB). - Aligned or responds to the needs of the 12 poorest provinces2 - Abra, Apayao in the Cordillera Administrative Region (CAR); Masbate in Region V; Northern Samar in Region VIII; Zamboanga del Norte in Region IX; Misamis Occidental in Region X; Surigao del Norte and Dinagat Islands in CARAGA; and Lanao del Sur, Maguindanao, Shariff Kabunsuan and Tawi-Tawi in the Autonomous Region in Muslim Mindanao (ARMM);
- Are aligned or responds to the needs of the 12 most food-poor provinces3 and the food-poor National Capital Region (NCR)4 - Apayao and Kalinga in CAR; Masbate in Region V; Northern Samar in Region VIII; Zamboanga del Norte in Region IX; Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands in CARAGA; Maguindanao, Shariff Kabunsian and Tawi-Tawi in ARMM. - Are uncomplicated and can be immediately carried out;
- Must yield visible employment opportunities; and
- Provide employment opportunities that can be of long-term - if not permanent - benefits to Filipino workers who are able and willing to work.
Designs of livelihood strategies and the manner of government intervention shall be based on natural resource-based activities, non-natural resource based and off-farm activities, intensification and/or diversification, and short-term and/or long-term outcomes, among others.
The programs/projects/activities listed in the implementing framework that follows are those which President Arroyo has directed herself.
With the newly signed Renewable Energy Law (Republic Act 9513, series of 2009), "Green Collar Jobs" and all budget-funded environment and energy independence jobs-including those that will be hired under the Php2 billion reforestation fund-were added.
