President Arroyo has made it clear that CLEEP is to be implemented nationwide as long as the world is in recession with the following objectives.
General Objective
To protect the most vulnerable sectors-the poor, hungry, returning expatriates, workers in the export industry, and out-of-school youth-from threats and consequences of reduced or lost income as a consequence of the global economic crisis.1
Specific Objective
Government department heads have been instructed specifically to:
- Hire for emergency employment; and
- Fund and supervise livelihood projects.
