COMPREHENSIVE LIVELIHOOD AND EMERGENCY EMPLOYMENT PROGRAM (CLEEP)

Roles and Responsibilities
Steward
A Steward is a Cabinet secretary who is placed in-charge of a number of programs, activities, projects (PAPs) in a region and/or specific provinces/cities/ municipalities. As such, he/she is expected to:
- Be accountable for the region and/or provinces/cities/municipalities assigned to him/her.
- Be at the forefront in the planning and ensure/oversee the implementation of the PAPs identified under CLEEP in his/her area/s of stewardship.
- Encourage the active participation and involvement of local chief executives (LCEs) / local government units (LGUs), non-government/peoples' organizations (NGOs/POs), private sector, and academe in the implementation of CLEEP PAPs within their areas of responsibility.
- Spearhead or assist Implementing Agencies (IAs) identify appropriate sources of funds and resources for each area-specific CLEEP PAP.
- Coordinate with appropriate department/agency (e.g., Department of Budget and Management) for the expeditious and timely release of funds and resources, as well as the application of the same, to generate on-the-ground livelihood opportunities and emergency employment.
- Review data that is forwarded to him/her by his/her CLEEP focal person/s on PAPs identified under CLEEP in his/her area/s of stewardship. When necessary, solicit further information from concerned Implementing Agency/ies (IAs) regarding CLEEP-enrolled PAPs being executed in his/her area of stewardship.
- Maintain open and accessible lines of communication with all stakeholders towards the attainment of the CLEEP's goals and objectives.
- Designate a CLEEP Focal Person/s at the national and regional levels, as applicable, who shall maintain an open communication line and be accessible at all times to all stakeholders to respond to CLEEP-related concerns.
- Report/submit to the NAPC Secretariat bi-monthly and quarterly accomplishment reports on the CLEEP PAPs implemented in his/her area/s of stewardship.
Implementing Agency
The Implementing Agency shall:
- Primarily be responsible for the implementation of programs or projects under CLEEP.
- Encourage the active participation and involvement of local chief executives (LCEs)/local government units (LGUs), NGOs/POs, private sector, and academe in the implementation of CLEEP programs or projects within their areas of responsibility.
- Designate CLEEP Focal Person/s at the national and regional levels who shall be overall in-charge in monitoring and reporting on the implementation of CLEEP-enrolled PAPs in target areas.
Cabinet Officer for Regional Development (CORD)7
The CORD shall:
- Identify critical issues and concerns that shall be discussed and resolved during Presidential meetings/visits in the region;
- Conduct consultations with various regional agencies and other stakeholders in preparation for Presidential visits/meetings in the CORD's assigned region; and
- Ensure that Presidential decisions regarding these issues and concerns are carried out.
Regional KALAHI Convergence Group (RKCG)
Under CLEEP implementation, the RKCG as chaired by the Presidential Assistant/Adviser/ Consultant or Regional Director of the National Economic and Development Authority (NEDA), shall:
- Promote and encourage the inflow and allocation of private investments in the region to support CLEEP objectives, in line with existing policies and strategies supporting poverty reduction initiatives in the region.
- Initiate and/or coordinate the development, funding and implementation of regional and livelihood and emergency employment programs/projects/activities as those involving several agencies or local government units (LGUs).
- Enhance basic sector participation, especially the NAPC sectoral council members in the regions, and improve coordination with the concerned LGUs, as well as local civil society groups.
- When necessary, act in an advisory capacity relating to implementation of CLEEP-enrolled PAPs in the region.
- Conduct quarterly review, monitoring, assessment and/or validation of the implementation in the region of CLEEP-enrolled PAPs submitted by regional offices of Implementing Agencies.
- Furnish the NAPC Secretariat as well as the CLEEP Focal Persons of the Steward at the regional and national levels copies of the validated quarterly accomplishment reports on the regional implementation CLEEP-enrolled PAPs.
- Prompt the NAPC Secretariat and the CLEEP Focal Person of the Steward at the Regional Level for urgent and critical issues and concerns that need to be elevated to the President's attention.
NAPC Secretariat
Under CLEEP implementation, the NAPC Secretariat shall:
- Perform overall coordinating and monitoring functions for the implementation of the various programs or projects under CLEEP.
- Designate a CLEEP Focal Person within the NAPC Secretariat with whom the Stewards and/or their designates, and the implementing agencies and/or their focal persons, can coordinate with in the implementation of the Program.
- Develop and, when necessary, amend the implementation guidelines for the Comprehensive Livelihood and Emergency Employment Program to serve as useful reference by all parties concerned.
- Receive, review, and prepare consolidated bi-monthly and quarterly monitoring reports on the implementation of CLEEP programs/projects/activities (by Implementing Agency and by Steward) for submission to the President, copy furnished the Executive Secretary, Press Secretary, Cabinet Secretary, and the NEDA Director-General.
- Review the progress made and obstacles encountered in the implementation of the various CLEEP-eno programs/projects/activities.
- Evaluate data and provide the necessary feedback and recommendations needing a Steward's attention, or the necessary information on developments, issues or concerns arising from CLEEP implemention that need to be elevated to the President's attention.
- Convene whenever necessary all concerned agency heads and/or Stewards, or their designated CLEEP focal persons, for purposes of information dissemination, surfacing issues and concerns needing immediate attention and action, updating the NAPC Secretariat on CLEEP accomplishments, or for any other cause relating to the implementation of CLEEP.
- Perform other tasks as may be directed by the President or by the NAPC Lead Convenor.
