The Government thru the National Anti-Poverty
Commission (NAPC) and the National Credit Council (NCC), with
support from the Asian Development Bank (ADB) and in partnership
with the major stakeholders in the microfinance industry will
undertake the development of a National Financial Literacy
Program for the Poor. The Financial Literacy Program or FLP
will involve a series of capacity building activities focused
at increasing the public’s knowledge of financial concepts,
skills and attitudes and to translate this knowledge into
behaviors that result in good financial outcomes both for
the providers and users of microfinance services.
The Program involves the development and design
of modules using existing literatures and documents insofar
as financial literacy and education is concerned. These modules
will contain information on:
- The Microfinance Industry and Services offered by Microfinance
Institutions
- Rights, Responsibility and Obligations of Players
- Basic Management Skills
- Business Development Services.
A critical mass of trainers will be established
to facilitate the training of identified modules for microfinance
clients. A series of Training-of-Trainers (TOT) sessions will
be conducted with participants coming from MFIs, academic
institutions, other civil society organizations involved in
training and capacity building activities, basic sectors,
regulators, local government units, government financial institutions
and corporations. The pool of trainers and key partner institutions
shall serve as the major channels for FLP implementation on
a national scale.
