The National Anti-Poverty Commission, by virtue of Republic Act 8425 or the Social Reform and Poverty Alleviation Act,
serves as the oversight and coordinating body of all poverty reduction programs of government and institutionalized Basic
Sector participation in governance at all levels of decision-making and management processes.
Two equally important building
blocks constitute the NAPC: the government sector and the civil society/basic sectors. The government sector consists of heads
of national government agencies and the four (4) leagues of LGUs. On the other hand, the basic sector component is composed of
the Sectoral Representatives of the basic sector.
The Sectoral Representatives sit with the heads of the NAPC member agencies
and the leagues of LGUs during NAPC En Banc meetings which the President chairs.
