The National Anti-Poverty Commission was created by virtue of RA 8425 or the "Social Reform and Poverty Alleviation Act" that became effective last June 30, 1998. RA 8425 institutionalize the processes of the Social Reform Agenda (SRA) in order to sustain its gains. The law also mandates the NAPC to enhance the programs, approaches and strategies to strengthen the partnership between government and the basic sectors. SPECIFIC MANDATES: To act as the "coordinating and advisory body" that exercises oversight functions in the implementation of the Social Reform Agenda (SRA) and ensures that is incorporated into the formulation of the national, regional, sub-regional and local development plans. To operate on the principle and strategy of institutionalizing the basic sector and NGO participation in the SRA management cycle. To develop and promote microfinance through the establishment of the People's Development Trust Fund (PDTF), strengthening of the People's Credit and Finance Corporation as the forerunner for microfinance services and encouraging private and government financial institutions to open a special window for microfinance.

The e-IMSAPP is funded through the auspices of the World Bank ASEM Project under the collaboration of National Economic Development Authority (NEDA), National Anti-Poverty Commission (NAPC), and Institute for Popular Democracy (IPD). Policy and institutional arrangements shall be installed by the NAPC to support the full implementation and operationalization of the e-IMSAPP.
