INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

 

 

1. The National Anti-Poverty Commission, through its Bids and Awards Committee (BAC), invites vehicle suppliers registered with and classified by the PhilGEPS to apply for eligibility and if found eligible, to bid for the hereunder:

Brief Description:

4-wheel type AUV/Passenger Van
Not exceeding 2200cc (gasoline), or 3000cc(diesel)
7- or -more seater
Direct Injection (diesel) or Elec. Fuel (gasoline) injection system
Manual or Automatic transmission
Preferably with Power-operated windows and automatic locking system
With allowable options/accessories, i.e., car air-conditioning, magwheels, AM/FM stereo cassette/CD player.

2. Bids in excess of the Approved Budget Contract shall be automatically rejected at the Bid Opening.

 

3. Bidding shall be conducted through open competitive bidding procedures using non-discretionary pass/fall criteria as specified in the IRR-A of Republic Act N0. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act, and is restricted to organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, as specified in R.A. 5138.  

 

4. Only Bids from Bidders who passed the eligibility check will be opened. The bidder/s with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness to the technical and financial requirements of the project. In case two (2) or more bidders tie in the financial proposal, and are eventually found to be equally post-qualified, "drawing of lots" shall be resorted to as the tie-breaking method in accordance with GPPB Circular No. 06-2005. The contract shall then be awarded to the lone Lowest Calculated and Responsive Bidder (LCRB) determined after Post Qualification, or after the drawing of lots incase of tie.

 

5. Interested Bidders may obtain a complete set of Bidding Documents upon payment of a non-refundable fee of P1,000.00, from the BAC Secretariat, NAPC, 3/F DA-ATI Bldg., Elliptical Road, Quezon City upon submission of a Letter Of Intent to Domingo F. Panganiban, Secretary and Lead Convenor, beginning 07 October 2009.

 

6. The Bidding Documents shall be received personally by the prospective bidder or his authorized representative.

 

7. Bids and eligibility requirements must be delivered to the above-mentioned address on or before October 14, 2009 at 10:00AM. All Bids must be accompanied by a Bid Security in the form and amount not less than the amount provided hereunder:
