REQUEST FOR PROPOSALS
Development and Production of Advocacy Materials for the People's Development Trust Fund
Duration of Services:  May 2008

The People's Development Trust Fund (PDTF), created under R.A. 8425 or the Social Reform and Poverty Alleviation Act was established for the strengthening of institutions involved in the provision of microfinance/ microenterprise services for the poor. Development grants for capacity building of microfinance institutions and beneficiaries shall be funded out of the earnings of the PDTF.
As the government body tasked to monitor the utilization of the PDTF, the National Anti-Poverty Commission is emphasizing the need to push PDTF operations in order to improve access of more institutions and clients to capacity building services. The intent is to have a wider impact on the microfinance industry by building sustainable and viable institutions that can reach more clients, and by enhancing the earning capacities of microentrepreneurs. To achieve this goal NAPC is now undertaking a widespread information and advocacy campaign, set-off by a Call for Microfinance Capacity Building Proposals that aims to broaden awareness on the PDTF and the significance of support mechanisms for microfinance players.
The Call for Microfinance Capacity Building Proposals is a nationwide invitation to MFIs, LGUs, and other microfinance/ microenterprise development service providers to submit project proposals on capacity building interventions to qualify for grant funding under the PDTF. As complimentary initiative, advocacy materials that showcase the PDTF and capacity building services in microfinance need to be developed. The materials should provide information on the PDTF including its purposes, eligible grantees and projects, priority areas, etc. Application guidelines and forms for prospective project proponents should also be developed. The mechanics of the Call for Microfinance Capacity Building Proposals shall likewise be designed and packaged for dissemination.
Lay-out Artist
The Lay-out Artist will have knowledge and experience in development/ design/ production of advocacy materials, preferably for donor-assisted programs/projects.
He/She will assist NAPC in the development of advocacy materials to be used for the PDTF Call for Microfinance Capacity Building Proposals.
Scope of Work:
  • Undergo a brief orientation of the PDTF, particularly NAPC's advocacy activities.
  • Prepare design studies for printing and packaging of the materials.
  • Suggest enhancements to design concepts/inputs initially provided by NAPC.
  • Edit/refine advocacy materials based on comments/suggestions provided by NAPC.
  • Finalize the layout of advocacy materials as approved by NAPC.
  • Print/produce in bulk the advocacy materials according to specifications provided by NAPC.
  • Prepare corresponding webpage design and lay-out of advocacy materials.
