NAPC Secretariat’s technical units are focused on the following key result areas:

Macro-policy Development [Macro Policy Unit]

The Macro Policy Unit (MPU) handles highly technical concerns of the Commission particularly in the integration of poverty reduction strategies, policy/program development, advocacy, monitoring and evaluation/analysis/assessment for social reform and poverty reduction. Specifically, it:

  • Leads in the formulation of strategic plans and programming of budget in relation to the programs, projects and activities of the NAPC Secretariat;
  • Designs and conducts policy research and development as well as advocates for legislative measures and/or policies for accelerating and achieving pro-poor thrusts and targets;
  • Monitors and analyzes effects and linkages of emerging macroeconomic and macropolitical trends and conditions on the state of poverty;
  • Develops tools and mechanisms for strengthening capacity and competency for policy development and analysis, program planning, monitoring and evaluation;
  • Improves processes, methodologies, and tools for poverty targeting, analysis, monitoring and impact evaluation; and
  • Promotes and maintains linkages with international bodies, agencies and organizations to advance the policy of the government on improving the quality of life of people

Microfinance [Microfinance Unit]

Microfinance Unit (MFU) performs tasks necessary in the:

  • Sourcing of funds for the operationalization of the People's Development Trust Fund (PDTF) and its augmentation;
  • Development of policy and legislative measures that can generate more participation, reach and access of microfinance and microenterprise services;
  • Coordination and monitoring the implementation of the Consumer Protection Program and the Financial Literacy Program in support of the Microfinance Development Program;
  • Liaisoning with appropriate government agencies for the accreditation of organizations and institutions that shall act as resource partners in conducting institutional development and capacity-building activities for microfinance and microenterprise;
  • Validation and monitoring for institutional development and capacity-building projects/programs and beneficiaries of microfinance and microenterprise; and
  • Promotion of research and development work on livelihood and microfinance technology and publications/communications programs that assist the poor beneficiaries of microfinance and microenterprise

Localization of Poverty Reduction Strategies
[Localization Unit]

Localization Unit's (LU) functions are the following:

  • Crafting of plans/programs for effective and efficient operations of the Regional KALAHI Convergence Group (RKCG);
  • Mainstreaming national poverty reduction strategies/programs in the regional administrative and local government units;
  • Coordination, monitoring and assessment of local convergence operations and other anti-poverty activities/initiatives;
  • Provision of technical assistance and advisory services to the operations of RKCG, particularly in
    • Mapping of all resources available for poverty reduction programs/projects;
    • Integration of all poverty reduction programs of various agencies/private sector including the concern of NAPC Sectoral Council members;
    • Communication linkages between and among RKCG participants/members; and
    • Program/Project review and evaluation and monitoring of on-going projects
  • Monitoring of RKCG operations to include review/ assessment of RKCG recommentations, position papers, and other related issues as may be raised

Basic Sector Coordination [Basic Sector Unit]

Basic Sector Unit's (BSU) work revolves around the following:

  • Installing participatory processes and laying the groundwork in the representation and participation of the basic sectors in the NAPC and other government bodies;
  • Institutionalizing partnership between the basic sectors and government at the national and local levels;
  • Introducing the basic sectors to local government units and local bodies; and
  • Assisting the basic sectors in enhancing their capability in policy advocacy in the NAPC, other national government agencies and LGUs and in setting a clear direction in their engagements with government
The NAPC Secretariat also links with groups from civil society, the academe and private sector to provide technical and resource supports for the poverty reduction strategies and programs. It provides information, communication and advocacy materials to popularize the anti-poverty goals, means and results to various stakeholders, especially the basic sectors.
