GREAT Women Project is a five-year project supported by the Canadian International Development Agency (CIDA). The National Commission on the Role of Filipino Women spearheads the implementation of this project
The project aims to support the growth of women in micro-enterprises - both the women entrepreneurs and the workers so that they will have:
- Improved enterprise operations in terms of production, operations capacity and which are able to comply with standards of quality (e.g. good manufacturing practices), safety (zero accident in the workplace and ergonomically sound work practices and facilities) and environmental sustainability (zero waste or proper waste management and proper use and re-generation of natural resources used as raw materials)
- Enhanced competitiveness - so that they can break through and ably compete with established local and international products and services, especially in light of the fierce competition in this era of globalization
- Decent and sustainable jobs, employment which should bring about (d) increased and sustained incomes for themselves and their families
The project is important as it will help harness the capacities of women in micro-enterprises who already form a significant sub-group of contributors to enterprise development in the country. They constitute significant percentage of the clientele of microfinance institutions and comprise 45% of micro-entrepreneurs. More importantly, their incomes from their work in micro-enterprises help provide for the basic needs of the family such as food, clothing, education and health care needs of their children.
The project also directly responds to our current development thrusts and international commitments on development such as the Medium-Term Philippine Development Plan and the MDGs. The project supports the goal of poverty reduction by creating jobs and sustainable livelihood.
While the project will NOT DIRECTLY support women in micro-enterprises, it will assist identified national government agencies working with mandates on enterprise development and selected LGUs as pilot areas to enhance their CAPACITIES to support enterprise development. The project takes this approach as it sees that the primary responsibility and long-term role of government in fostering the growth of enterprises. The national agencies and local government units have the mandates relevant to enterprise development. They also have and/or can mobilize the appropriate resources (both human and material) to assist the growth of micro-enterprises.

| Role of NAPC on GREAT Women Project |
|
NAPC will participate and contribute in Component 2 of the project which is the enhancement of the national enabling environment for women's economic empowerment.
There are several activities that NAPC will be undertaking under the project. The initial activities to which this is a part of are capability building activities for the NAPC secretariat to jump start the process of GAD mainstreaming in the organization. The next activity under this will be a gender responsive planning session where NAPC will be able to identify its own GAD structure, mechanisms/processes and plans.
Next is that the application and/or modeling of GAD through one of NAPC's programs which is the financial literacy program. Under this, series of sessions will be done to enhance the current module of the Financial Literacy by making it gender-responsive. Then a Training of Trainers will be conducted on the Gender Responsive Financial Literacy in two of the GREAT Women Project sites.

| Rationale and Objective |
|
To achieve the set objectives of the GREAT Women Project in the application of GAD through NAPC's Financial Literacy Program, the Financial Literacy Module should be enhanced to make it gender-responsive. Hence, a consultant with expertise in both microfinance and gender and development is highly needed.

| Competency Requirements |
|
The Consultant shall have an expertise or familiarity on:
- National policies in the Philippines pertaining to Microfinance and Gender and Development;
- Integration of Gender and Development to Microfinance;
- Current facts, figures and trends Regarding Microfinance and Gender and Development;
- Module development/enhancement.

| Target Outputs |
|
In a one-month period of service, the Consultant has to:
- Coordinate with the Project director and shall be readily available for either conference call or personal or online meeting, whichever is convenient to both parties, anytime within office hours from Monday to Friday;
- Ensure that Rights Based Approach will be use in the enhancement of the Financial Literacy modules;
- Review the gender issues raised during the GRP & GAT and must be considered for the improvement of the module;
- Present outputs and accomplishments in a weekly basis;
- At the end of the service period, the consultant has to submit the revised/enhanced Financial Literacy modules.

- Review current systems and available data sources, and see what kind of data can be generated to produce statistical annexes, tables and indicators, and present them in ways that are visually attractive and comprehensible; and

| Duties and Responsibilities |
- Work with a development team to design and develop programs that address the gaps and new requirements for change in the existing monitoring systems;
- Work on projects implementation, integration, and customization of monitoring systems of government programs. That will mean working closely with partner government agencies to assess their business and technical requirements, then designing, planning, customizing and configuring systems, software and integrated solutions to deliver new requirements for projects monitoring;
- Maintain data integrity of existing systems through regular updating of existing data and adding new data as needed;
- Provide on-demand technical support and/or troubleshooting of software-related problems such as application setup, network configurations, and virus-attack mitigation, among others;
- Provide application training to key users or support teams; and
- Perform other tasks as may be assigned.

| Duties and Responsibilities |
- Assist the Assistant Secretary for Planning and Policy in reviewing draft documents prepared by the NAPC Macropolicy Unit;
- Draft slide presentations, position papers and speeches of the Assistant Secretary for Planning and Policy;
- Handle foreign-funded projects delegated to the Assistant Secretary for Planning and Policy (i.e. national and local poverty statistics, poverty monitoring, program monitoring impact assessment, etc.)
- Develop project proposals to available grant facilities (i.e. United Nations, World Bank, and Asian Development Bank) to strengthen the capabilities of the Secretariat and stakeholders especially in the areas mentioned in # 3 above;
- Provide technical assistance to the Macropolicy Unit in databanking, analysis, and information dissemination of national and local poverty statistics, including assistance in crafting poverty situationers and participation in statistical forums and related inter-agency bodies;
- Undertake policy research work on matters related to poverty reduction, especially on macro economic policies that affect the poor (e.g. trade liberalization, fiscal policy and economic growth strategies);
- Assist in the organization of preparatory and actual NAPC En Banc meetings and NAPC Cabinet Group meetings and in succeeding inter-agency meetings in compliance of directives arising from these meetings;
- Assist in following through of directives and in monitoring compliance with pertinent sections of the Medium-Term Philippine Development Plan 2004-2010; and
- Perform other tasks as maybe assigned by the Assistant Secretary for Policy and Plannning of NAPC.

| Terms of Reference |
- Provide general technical support to the Unit Director in the formulation and execution of annual Work and Financial Plans and other tasks in aid of the performance of the unit’s functions;
- Lead the implementation of social marketing and advocacy activities of NAPC’s programs/projects on microfinance and microenterprise;
- Develop and design relevant IEC materials and/or publish information/updates via web;
- Develop project proposals on microfinance/micro-enterprise for technical assistance from local and international development partners;
- Organize and coordinate meetings, workshops, conferences and other microfinance related activities among microfinance stakeholders from both the government and private sectors;
- Coordinate/liaise with National Government Agencies (NGAs), Basic Sectors, Government Microfinance Wholesale Fund Providers, Local Government Units (LGUs), Microfinance Institutions (MFIs), Development Partners and other stakeholders in supporting and advancing the microfinance/microenterprise agenda of NAPC;
